Data Systems in Early Intervention.

This study compiled descriptive information about what states are doing or planning to do with early intervention data systems, a component of early intervention systems as specified in Part H of the Individuals with Disabilities Education Act. The study examined the uses of data systems in eight states: Colorado, Maine, Maryland, Massachusetts, Missouri, North Carolina, Ohio, and Texas. The study found that the state response to the requirement to establish a data system has taken many forms. Among the dimensons on which state data systems differ are: the level of governance (local, state, federal) for which the system was designed to provide information, the kinds of data being collected, the point in the information flow at which data are computerized, how data are transferred from the local level to the state, the type of reports generated from the data, and the capability of the system to address federal reporting requirements. State agencies are using their data systems to oversee service delivery by local programs, to bill for services, and to respond to federal reporting requirements. Local programs are using management information systems to improve the delivery of early intervention services. The report closes with a summary, a set of recommendations; and synopses of information about each state's early intervention system and data system. (JDD)
