This manual, accompanying the New York State Regents Examinations and Competency Tests, is intended for use by school administrators, guidance counselors, teachers, and proctors. Regents examinations measure the quality of instruction and learning that has taken place in high schools, and provide information for educational and vocational decision making. Passing scores in English and mathematics satisfy the competency testing requirements for a high school diploma. The Regents competency tests measure basic skills in reading, writing, and mathematics. Passing scores satisfy the requirements for a high school diploma. The Regents examinations are administered to average and above average students who wish to obtain a Regents diploma and who have taken Regents courses. Instead of the Regents competency tests, students may use Scholastic Aptitude Test or American College Testing Program scores to demonstrate proficiency. Nonnative speakers and handicapped students may use alternative procedures. Specific instructions are included for ordering and administering the tests; rating, recording scores, and providing remediation; reporting results; returning test materials; reviewing papers; summarizing test and graduation results; and endorsing local diplomas.
