Professional Negotiations in the Washington State Community Colleges: A Database and Process.

This study provides background information and recommendations for administrators pertaining to collective bargaining in the Washington State Community College System. It begins with a brief overview of the history of the laws and statutes relating to negotiations in the community colleges of Washington, followed by an inventory of the contents and the range of language in the current negotiated agreements. Thereafter, a team management bargaining model is proposed for a broad range of administrative participation in labor relations and negotiations. This involvement entails formal and informal input from administrators as well as full participation of the district negotiating team. In the implementation of this model, the first-line administrators will play a major role in shaping the administrative proposals and subsequent counterproposals; in addition, these administrators will receive intensive inservice training in administering the resulting contract. The final chapter provides recommendations for development of strike plans should the bargaining process fail to resolve contractual disputes. A glossary of collective bargaining terms is included.
