Professional Development for Occupational Specialist: Diagnostic Basic Skills Testing. Final Report March 14, 1989 to June 30, 1990.

An Indiana project developed a model diagnostic basic skills testing program with statewide application for teachers certified under the Occupational Specialist Rules. Fifteen commercially produced tests were reviewed for adoption. The set of criteria that guided the selection process included technical aspects and application factors. The TABE instrument and system were field tested in Spring 1990 with a sample of first-year vocational education teachers certified at the Occupational Specialist I level. The sample included 26 teachers at 3 sites. The appropriateness of the test and the utility of the information were substantiated. A cost study suggested that the Basic Skills Testing Program was relatively inexpensive. (Appendixes include a list of project personnel, description of TABE, field test data, and cost study data.)
