Project REACH. A Second Year Evaluation. Final Report.

An evaluation was undertaken of the second year's work of a pilot adult literacy program called Project REACH (Reading, Education, Achievement), which was begun in 1987 in New York by the Governor's Office for Employee Relations (GOER) and the Civil Service Employees' Association (CSEA). The following findings were reported, among others: (1) although positive gains were observed for some measures used to evaluate student performance in the Volunteer Tutor Network geared to employees who read below the eighth-grade level, none of the results were statistically significant; (2) evaluation of the eight PALS (Principle of the Alphabet Literacy System: Computer Interactive Training Labs) that used personal computers and videodisk players to teach employees who read below the sixth-grade level showed positive gains for the writing and reading scales of the SKILLS Profile and for the Sample Job Application Form, and a statistically significant average gain of nearly one grade level was observed for the Test of Adult Basic Education (TABE); (3) the People Reaching People program, which used videotapes and a workbook to improve workplace literacy among mental hygiene therapy aides, results in positive gains on the Test of Adult Basic Education (TABE) and the three scales of the SKILLS Profile; (4) for the English-as-a-Second-Language students at one of two sites, a significant gain of nearly 12 points was observed on the JOHN test, which is an oral placement test for nonnative speakers of English, and a significant gain of nearly two points was observed on the writing scale of the SKILLS Profile; and (5) because pre- and posttest data were available on only a small number of participants, the actual beneficial effect on literacy skills may have been underestimated.
