Learning and Work Institute is an independent policy and research organisation dedicated to promoting lifelong learning, full employment and inclusion. This report sets out the findings of research and consultation carried out by Learning and Work Institute (L&W) for the Department of Business, Innovation and Skills (BIS) on learning descriptors and outcomes measures in community learning. The work has been undertaken as part of the ongoing programme of activity to support providers to respond effectively to the national reforms of community learning. The overall aim of the work is to provide BIS with evidence that will inform the development of learning descriptors, outcome measures, tools and processes to strengthen the sector's capacity to make a powerful case in local areas for the value and benefits of community learning in the changing policy context.
