Washington's Infant Toddler Early Intervention Program Study: Enrollment of Washington Children with Disabilities and Special Health Care Needs in Washington State Public Programs on December 1, 1995.

This document presents tables, graphs, and narrative text providing information on the number and characteristics of infants and toddlers, under the age of 3, with disabilities and special health problems who were enrolled in Washington State's infant and toddler early intervention program in 1995. Major findings of the report include the following: a total of 4,197 children were eligible for services and had an individualized service plan as of December 1, 1995; the rate of enrollment (1.8 percent) was somewhat lower than the rate (2.1 percent) found in the National Health Interview Survey (NHIS); the percentage of enrolled children in Washington who were Medicaid-eligible (70 percent) was greater than the percentage (61 percent) of NHIS-identified children; African American, Hispanic, and native American children were enrolled at higher rates than all Washington children; the enrollment rate for children of mothers with no prenatal care was over three times higher than for mothers who received early prenatal care; low birthweight, preterm birth, and low Apgar scores were all associated with high enrollment rates; and children of mothers with diagnosed substance abuse had an enrollment rate over three times that for all other Medicaid children.
