This report discusses student achievement in the San Antonio Independent School District (Texas) as seen through the results of the Texas Assessment of Basic Skills (TABS) and the Metropolitan Achievement Test (MAT). Taken without benefit of statewide performance the TABS scores indicate significant and troublesome declines in basic skills. The report states that if statewide results show similar patterns of decline, it is probable that changes in the performance are influenced by changes in the tests themselves rather than by changes in actual student achievement. Results from the MAT point to improved achievement in both reading and language with no appreciable decline in already high mathematics scores. Performance by the current third grade class had lower scores on all three MAT subtests than third graders last year. High school scores increased. Scores at these grade levels have traditionally been the lowest in the district, and this year average scores improved at every grade in every subject. The appendices include the following: (1) MAT mean scores by grade and school, by grade by ethnic group, relative performance summary by district and school; and (2) TABS exit level cumulative mastery scores, district and school scores, scores by ethnic groups, scores for urban districts, and scores for the state.
