In 1988, the Alaska State Board of Education adopted regulations requiring the selection and annual administration of a basic skills achievement test in reading, mathematics and language arts in grades 4, 6, and 8 for at least 6 consecutive years. During October, 1989. 95%, or 23,372 students in grades 4, 6, and 8 in Alaska's 54 school districts and Centralized Correspondence Study took the Iowa Tests of Basic Skills, Form G (ITBS). Results indicate that, on average, Alaska's students in all grades scored at or above the national 50th percentile in reading, mathematics, and language arts. Results show varying performance across districts. Lower district scores are associated with (1) high rates of students who live in homes where English is a second language; (2) cultural differences between the community and the school; and (3) high concentrations of poor families. In addition to the test, a brief questionnaire was completed by students and building principals. Responses were compared to student performance levels with the following significant relationships to higher student scores: (1) attending kindergarten; (2) reading almost every day outside of school; (3) watching only 1-2 hours of television each day; (4) planning to attend college or obtain an advanced degree; and (5) lower teacher and principal turnover.
