The Portland (Oregon) Public Schools 1985-86 Chapter 1 Project included 68 public and nonpublic schools at elementary and secondary levels. About 7,500 students received supplementary support in basic skills, reading and/or math. The project included three programs: HOSTS, Prescription Learning, and Garden Variety or individual school-developed programs. Due to students' needs and high mobility, the instruction was individualized or given in small groups. To evaluate Chapter 1 student achievement, nationally standardized tests were used for grades 1 and 2, and Portland Achievement Levels Tests were used for grades 3 through 12. Results showed satisfactory progress of the students overall in reading and math. The average gains for each Chapter 1 school program continued to be equal to or larger than the average gains of the district for about 70 percent or more of the schools. Separate studies comparing student achievement gains in the three different types of instructional programs were discontinued because no significant differences were found in earlier studies. Ongoing research is now focused on the total school experiences of Chapter 1 students. It is postulated that there is a limited number of critical elements or variables in educational programs which account for most student achievement and that the extent of the effect is related to the extent the element or variable is present or absent in the students' learning environment.
