The Maryland Accountability Testing Program Annual Report is a reference document for the public that includes a survey of current test results and the progress being made by Maryland public school students in grades 3, 5, and 8. The California Achievement Tests are the standardized achievement tests used to provide the information required by legislative mandate. This report includes reading comprehension, language total, and mathematics test scores. Maryland students are scoring above the national norm sample in all skills areas, but the upward trend in average grade equivalent (GE) scores has slowed. Comparison of current GE scores for Maryland students to national norms is not highly informative since the norms were established in 1976-77. Comparison of current Maryland students to previous Maryland students is more informative and can be made via analysis of the second and third table in this paper. Five tables present information about achievement at the state level; 123 pages of tables provide the results for individual districts and schools in the 24 counties. Appendices to this report include: (1) the public law on educational accountability; (2) the State Board of Education resolution on the assessment program; (3) Maryland prerequisites for graduation; and (4) a description of the instruments used to measure academic achievement.
