The Adult Performance Level (APL) Competency-Based High School Diploma (CBHSD) Program in Texas is briefly described. The program was developed as a flexible and effective alternative to a conventional high school diploma program and to the General Educational Development (GED) test. Program goals are expressed as competency outcomes which are demonstrated as observed behaviors in three areas: basic skills; life skills (generalized competencies); and optional skills appropriate to individual goals (individualized competencies). Job descriptions are provided for program personnel, including the local adult education directors, counselors, teachers, evaluators, task forces, the local principal, and local school board. Procedures are described for general orientation and placement of students; and learning activities and student evaluations are discussed. For planning purposes, potential cost items are enumerated.
