In compliance with the US OSTP Memorandum on ensuring public access to the results of federally funded research, IEEE makes available the Accepted Manuscript (AM) of papers resulting from federally funded research. The AM becomes publicly available 24-months after publication of the final Version of Record document in IEEE Xplore. The AM is only available in PDF format.
