Some PDF documents generated by optically scanning an old print source may not work with screen readers and/or be difficult to navigate with a keyboard.First, check if the PDF document is also available in HTML format. Alternatively, you can use software, like Adobe Acrobat, that has optical character recognition (OCR) capability. Contact us at onlinesupport@ieee.org to ask about transcription.
