Is Shibboleth or Athens authentication access available for IEEE Xplore?

Yes, authentication via Shibboleth or Athens provides IEEE Xplore access to off-site (remote) licensed users while providing staff, students, and researchers with single sign-on access to IEEE Xplore. To date, IEEE is a member of more than 25 federations. IEEE will continue to join access federations to offer Shibboleth authentication to those institutions that require it.
